Brand new wheel sets sit at the NYCTA Coney Island Shop, awaiting installation on subway cars. Wheels are subject to problems such as flat spotting after many miles. Shop personnel can usually restore minor defects such as flat spotting, but there comes a time, usually after multiple repairs, when wheels must be replaced. The new wheels don't even have the NYCTA signature "checkered flags" painted on them yet, a tool to detect frozen wheels.
