Clearing the rails to keep the revenue cars moving. I bought this interesting photo at my local hobbyshop and thanks to those who e-mailed me it is on the Cleveland Circle Line at the Reservoir Carbarns. The PCC cars are on the tracks adjacent to the Riverside Line.
